Where should welders be certified?

Certification of welding equipment from the National Welding Control Agency (NAKS): why is it needed, types, procedure

where should welders be certified?

At most enterprises, welding work is associated with hazardous facilities according to the classification of hazardous production facilities (Article 2 of Federal Law No. 116). In this case, such work must be under state control in accordance with the requirements of current legislation (RD 03-614-03).

Why do you need certification of welding equipment from NAKS?

The National Welding Control Agency is an institution that provides state control through the development of methodological documents for the certification of welders, welding equipment and technological processes and certification.

During the certification check, the commission compares the actual technological characteristics of welding equipment with those specified in the documentation, and also evaluates the equipment from the point of view of its ability to provide the specified welding quality during repair, installation and other work. This ensures standardization of production in accordance with safety requirements.

Submitting an application for certification of welding equipment

To obtain a certification certificate, an organization that manufactures, repairs or installs devices for hazardous production facilities submits an application with a set of necessary documents attached to it to the certification center.

Upon completion of the necessary certification stages, the customer company is issued a confirmation document.

To undergo certification, the customer company must provide the following documents:

  • company card and bank details;
  • passport of the organization that manufactured the equipment that is planned to be used;
  • original certificate of conformity of the Russian Federation and two copies certified according to GOST R-7.0.97-2016;
  • data on operating conditions;
  • technological maps for welded joints that will be performed;
  • welding equipment logbook , which contains all data on repairs, inspections and movements;
  • copies of documents of certified welders of the company staff;
  • certificates for the welding materials used;
  • photocopies of documents of a specialist monitoring the welding process at the enterprise;
  • certificate of certification of laboratory non-destructive testing;
  • if there is a certificate for the type of welding equipment in the industry , then it must also be provided.

Types of certifications

The subject of NAKS equipment certification is the ability of the equipment being tested to carry out the types of work specified in the technological process of a particular company according to specified quality standards.

Over time, welding fixtures can break down, change their characteristics, and be subject to environmental influences and wear. Therefore, there is a need to carry out certification regularly at specified intervals.

Depending on the purpose and time of completion, certification is of the following types:

  1. Primary . It is carried out when welding equipment is put into operation at a specific production facility. It must be carried out before using welding in production processes.
  2. Periodic . It is carried out in order to monitor the performance and ensure the quality of the work performed by the welding tool during its use, as well as to extend the validity of the current certificate. It needs to be done once every three years.
  3. Additional . Mandatory in case of changes in the technological process in the case where it is necessary to confirm the possibility and quality assurance of a new type of welding work.
  4. Extraordinary . It is carried out in case of changes in state equipment standards, downtime for a year or more, during modernization, as well as by decision of the State Mining and Technical Supervision Service in cases of repeated episodes of creating products of unsatisfactory quality.

Certification procedure

During certification, welding machines undergo special and practical tests required for certification. Practical tests are carried out by two welders of at least the fifth category in the presence of at least three members of the certification commission.

Equipment used in production and repair is divided into general and special purpose equipment. General purpose tools are used in various types of welding, and special purpose welding equipment is made for a specific purpose, such as single point machines with expansion guns for automotive welding.

Practical tests differ depending on the purpose of using the tool in each case. Accordingly, the certification algorithm for the consumer and the equipment manufacturer will differ in the scope of inspections and testing performed.

The general algorithm for conducting NAKS checks goes approximately as follows.

Documentation verification:

  1. First, the documentation of welding equipment is verified for compliance with GOST standards for a certain type of welding work.
  2. Then, all technical characteristics of the welding equipment are verified for compliance with the properties and parameters stated in the product passport . Check the complete set and condition of the equipment submitted for inspection.

Practical testing:

  1. A practical verification of the compliance of the certified device with the requirements of the instructions for safe operation and labor protection is carried out . This inspection includes the implementation of welding works similar to those that will be carried out or are already being carried out (in the case of intermediate certification). The strength of the resulting seams and other quality indicators are assessed.
  2. A practical check is carried out for compliance of the technical characteristics of the device with regulatory documentation used when working with certain groups of technical devices used at hazardous production facilities.
  3. Electrical, mechanical and hydraulic properties are checked for compliance with equipment specifications.

The final stage is the issuance of a certification certificate.

At the end of the assessment and reconciliation process, if it is successfully completed, the customer company is issued an attestation certificate.

On the rules for certification of welders and welding specialists

where should welders be certified?

Workers engaged in specific physical work must improve the level of their skills and knowledge and regularly prove their professionalism through special certification.

What is established by the Rules for Certification of Welders PB 03-273-99

Specially developed rules for the certification of welders establish the procedure and methods for conducting certification of welding specialists, as well as qualifications for specific types of welding.

Welding work

Types of welding are divided into:

  • Mechanical, when all work is done entirely by hand;
  • Semi-automatic, when some of the work is performed using special equipment;
  • Automatic, when welding is performed on machines and other equipment, and the welder manages and controls the process.

The rules also include requirements for the training procedures carried out and the specialists being trained, as well as where certification is carried out.

Requirements for professional training of welders

Rules for excavation work

All requirements and rules for the certification of welders and welding production specialists are put forward not only by legislative documents, but also by regulatory authorities. The first is NAKS. Stands for National Welding Inspection Agency.

Its field of activity includes welders and welding work, but NAKS has few powers. And the second body is Rostekhnadzor. A more influential body, but it deals not only with welders, but also with the training of specialists in the transport of dangerous goods and by rail.

Another organization that indirectly controls access to welding work is the Federal Service for Nuclear, Environmental, Energy and Technological Supervision.

Note! After passing the certification, specialists receive special certificates with qualifications of status 1,2,3 or 4. At the same time, the “quality” of qualifications increases progressively.

Level 4: often these are engineers, heads of departments or entire services, whose responsibilities include not only physical work, but also the development and approval of professional regulatory documentation: orders, instructions, guidelines.

Level 3: technologists and specialists who also have the right to take part in the development of special regulatory documents and preparation of equipment. Welders of the third level have the right to head laboratories, workshops and departments of the company.

Welding training

Level 2: standard work positions, foremen who can supervise the work process, provide instructions and perform mechanical work on welding and installation of pipelines and other engineering schemes.

Level 1: ordinary ordinary welders in mechanical and semi-automatic work.

Requirements for specialists undergoing certification

Frequency of labor safety training for managers and specialists

The NAKS certification center is already important here. This institution has its branches almost throughout Russia, and to obtain a certificate, specialists and potential specialists must apply there independently.

Note! Along with the application for certification, you must provide a package of documents: a document on education, protocols confirming safety inspections, admission to certification, extracts from work and medical records.

First, the documents are checked and, if they are in order, then admission to the exams occurs. There are only two of them: practical and theoretical.

The certification procedure for welders is rather strange: practice is passed first, and then theory, and only with the condition of satisfactory completion of practice. The higher the level at which the certification procedure is carried out, the more difficult the exam and the wider the area of knowledge being tested.

But the practical exam is taken only for level 1; specialists at levels 2, 3 and 4 are tested only on theoretical knowledge of welding and safety precautions.

Where to conduct certification

Occupational safety training program for managers and specialists

Certification should be carried out in special certification centers based in large enterprises or educational institutions. Examiners must be licensed to conduct examinations.

Specialists can contact NAKS branches for certification for all levels. Levels 1 and 2 can take exams at secondary vocational institutions, as well as at official courses. Status 2,3 and 4 can carry out theory training independently and take exams at NAKS and certification centers.

Welding engineer

Procedure and accounting

Obtaining a certificate takes place in several stages:

  1. Submitting an application and submitting documents.
  2. Checking documents and admitting or denying admission to delivery.
  3. Passing a practical exam (for first-level specialists) and further passing the theory.
  4. Issuance of a certificate of certification with assignment of a certain level.

An important rule is that NAKS requires a minimum education for each class. For the first one, completed or incomplete secondary education in the direction of master of welding is sufficient. For the second level, the minimum education is completed secondary school. For the third level, the minimum is a technical average in welding, and for the fourth level, a higher specialized degree in welding specialist is required.

Which certification is considered primary?

Primary certification is carried out by potential specialists who have recently graduated from a secondary or higher educational institution. Primary and additional exams can be taken in cases where exams were taken for other types of activities, when there was a long break in work and when new legislative documents in the field of welding were introduced.

The primary exam includes 20 theoretical questions, and the additional (special) exam includes at least 15 questions on a specific type of welding. Questions are asked according to the collections for preparation, their list is approved by a special commission (the commonwealth or a self-regulatory construction organization). If the exam is taken to obtain a certificate in several types of welding, then for each of them there must be at least 5 questions.

Reference! The exam is considered passed if the welder answers at least 80 questions correctly and successfully passes the interview. If you do not pass the exams satisfactorily, you can come back to retake them in a month.

Exam

For specialists with the first level, the certificate is valid for 2 years, with the second and third levels – 3 years, and for the fourth level, the certificate is valid for 5 years. After the expiration date, you must take a re-examination.

Which welder certification is considered extraordinary?

Exams are divided into primary and extraordinary. At the same time, extraordinary exams are taken by a specialist after removal from professional activity as a result of poor-quality welding work or regular violations of technology.

Reference! At the same time, an extraordinary exam may be more difficult than the primary one: it will include a general theory exam, a special one and a practical one. Also, it is allowed to carry out extraordinary certifications when technology changes and emergency situations occur.

Testing the knowledge of welders is necessary to confirm their knowledge of the correct performance of the work, as well as the availability of practical skills. Failure to pass the certification will mean removal from work until the welder is competent enough to perform welding work.

Where should welders be certified?

where should welders be certified?

The legislative basis for advanced training of welding operators is the regulations on the basis of which certification of welders and welding production specialists is carried out.

This procedure is organized with the aim of checking the level of knowledge of employees and then assigning them the appropriate rank (category).

Authorized bodies

This type of control body should include the SAS (welding operator certification system), which regulates the rules for conducting the relevant selection committees.

With the help of CAS, it is possible to clarify a number of points regarding the main issues of an attestation nature. This is the degree of professional training of a welder, the principles of forming certification commissions, the procedure for conducting exams and compiling a register of specialists.

Another structure involved in assessing and regulating the quality of training of specialists in the field of welding is NAKS. This is an agency that specifically deals with the certification of welders at the state level.

To understand the essence of certification activities, it is necessary to familiarize yourself with the full list of topics that are covered during their implementation.

Issues raised and results

The list of topics that are raised during certification or knowledge control includes the following questions:

  • theoretical training of welders and welding production specialists in terms of mastering known welding methods;
  • ability to handle various types of welding equipment;
  • knowledge of practical welding techniques.

Based on the results of such advanced training in welding production, the person who has passed the certification is issued a certificate of a special form, granting the right to work in this sector.

According to the rules of PB 03 273 99, upon completion of the commission’s work, future welders are assigned work categories corresponding to the level of knowledge acquired.

Thus, persons with the first level receive the certification title of welder. The second, third and fourth levels correspond to the foreman, welding technologist and welding engineer.

Site superintendents and other types of management positions also fall under the category of second level certification. After the initial certification, a certificate with a registration number is issued.

Using this number you can find a welder in the general register. The validity period of the certificate depends on the level of the welding specialist.

Acquiring knowledge of a higher level does not affect the rank of a given worker.

However, the presence of a certificate of the appropriate category provides access to work of a certain complexity corresponding to his rank and category. Members of the selection committees are also involved in the certification, passing a knowledge test in their working specialty.

Features of the regulations for certification procedures

In accordance with the rules of NPAOP 0.00-1.16-96, certain regulations are established for the work of commissions for the certification of welders and welding production specialists, which includes the following mandatory requirements:

  • welding work of any class, organized as part of certification tests, is carried out at facilities controlled by Gosgortekhnadzor;
  • upon completion, the specialist is assigned the appropriate level;
  • The tests carried out according to the regulations must consist of several stages of knowledge testing, stimulating personnel for further training. These levels correspond to the categories of extraordinary, additional, periodic and primary certification.

According to the certification rules, the primary form of knowledge assessment must be completed by those persons who have never had and do not have a group of permission to work on welding equipment. In turn, additional certification verification is carried out only for specialists who have passed the initial certification.

Periodic certification is carried out in order to extend the validity of previously acquired qualification certificates that have a limited validity period.

Employees temporarily suspended from work for violations of the rules and technology of welding operations are involved in an extraordinary knowledge test.

What is NAKS

The abbreviation NAKS refers to an agency for checking and monitoring the professional level of qualification of welders, performing very specific functions.

He is in charge of maintaining and replenishing the system of voluntary certification of welding technologies, electronic circulation of documents and a database of vacancies in this area of industrial relations.

This national entity is a member of the International Welding Institute. Certification is carried out on a paid basis, and you have the opportunity to choose a certification center.

Regardless of the level of knowledge acquired and the form of admission to carrying out current welding work, each welding specialist must periodically undergo certification tests confirming his qualifications.

In order to obtain the first level of qualification, you must graduate from high school or junior secondary school. Specialists are trained in special vocational schools, or for special courses. For this purpose, programs approved by the state are used.

The second level of qualification is obtained with basic secondary education or higher technical education. These specialists are trained in special institutions.

The level of qualifications is increased in special institutions where a special test is carried out to assign a third level of qualification . The knowledge necessary for this can only be obtained by people who have graduated from institutions with a technical educational program.

the fourth level of qualification only when they graduate from higher educational institutions. Retraining is carried out by special commissions that test their knowledge and professionalism.

Moreover, each assigned level of qualification in no way cancels the professionalism that precedes it.

At the same time, they are allowed to engage only in the activities specified in the document confirming the specialist’s qualifications.

Types of certification

The welding exam is conducted to ensure that people who perform welding work have the right to do their job. At the same time, welders have the right to perform welding using the fusion method , which can be done either manually or mechanized or automated. The work is carried out at enterprises that are under the control of Rostekhnadzor.

There are the following types of exams :

  1. Initial check . This type must be taken by people who previously did not have certificates for one reason or another.
  2. Additional certification . It is taken by people who already have the necessary permission to work, but at the same time want to be able to perform additional welding work in addition to those specified in the previous certificate. This type of inspection is also carried out by people who, for some reason, have not performed welding work for more than six months.
  3. Periodic check . This type of check must be passed by all people who already have a permit to carry out work, but at the same time they need to extend the validity period of such a permit, that is, a welder’s certificate.
  4. Extraordinary certification . This type of test must be passed by people who were removed from welding work due to their negligent attitude towards their work, during which they violated the technology of performing the work and performed the work poorly.

After the exam is passed, the welder is issued a certificate , according to which the person receives the right to engage in welding work. Also, in addition to the certificate, a protocol is issued, which was maintained by the NAKS commission. This exam is carried out directly at the NAKS production base or at points designated for testing.

To conduct the exam, a special commission is formed, which consists of professionals who have been assigned the third, fourth and fifth qualification levels . But at the same time, they must undergo training and pass an exam that will give them the right to conduct exams.

What documents need to be provided?

In order for a welder to be allowed to take the exam, he needs to collect the following package of documents for the commission, without which he will not be allowed to take the exam at the National Welding Control Agency:

How to get verified. Rules

During the test at NAKS, two exams are taken , which include a test of general knowledge and a specialty exam, which includes a practical lesson.

Welders who have graduated from higher educational institutions and are still working in their specialty do not need to take this exam.

During certification, in order to be allowed to perform work, you must pass a general exam . And all workers do this without exception. At the same time, they undergo certification only for three groups of dangerous technical devices. And besides, each of these groups is given separate attention. And the worker needs to show his knowledge in special exams.

The general exam asks at least thirty questions , while the special exam asks no more than twenty . In this case, all questions relate to the specialty of the person being certified. This procedure is passed in writing in the form of tests or using a computer. If the need arises, additional testing is carried out.

In the case when a person answers the majority of questions, which is at least eighty percent , and also successfully passes practical work and successfully answers additional questions, he is given certification.

In the event that the test has not been passed, it can be taken within six months from the date of the first exam . But such a retake is carried out only after one month.

Validity period of the certificate

People who are engaged in welding work and have passed certification receive special certificates. The validity period of this document depends on the qualifications of the specialist .

For people who have passed the initial certification, a document is issued that is valid for no more than two years . Specialists of the second and third level of qualification are issued a document for three years .

Certification of welding production: rules and features

Any professional activity must be supported by documents that indicate that the master has the necessary qualifications. Diplomas, certificates, and various certificates are used to confirm the master’s qualifications. Welding is a highly dangerous job, so highly qualified specialists are especially important. Certification of welding technology is required for the legality of the operation of any production facility that uses welding equipment.

To operate legally, a certain production requires certification of welders and welding production specialists, as well as other employees who are in the workshop when performing welding work. Let's consider the purpose of certification of welders and welding production specialists, its features and possible difficulties.

Features of technology certification

Certification of welding production specialists is not enough for an enterprise to perform welding and produce products using it. First of all, certification of welding technologies is required. However, the enterprise does not independently determine the technology used and begin to use it. Only NAKS can decide which technology should be used at the enterprise, so preparation for obtaining a certificate must be global.

To obtain permission to use the technology, the management of the enterprise must submit an appropriate application. After which, on a set date, a commission arrives to check whether the equipment necessary for the work is available, whether there are any problems with the craftsmen, and whether fire safety and other standards are being observed.

Without certification of welding production, no enterprise that uses welding equipment can operate. Therefore, before obtaining permits, a commission is appointed, which determines the suitable technology used in production. The main task of the commission is to determine whether the equipment used is capable of producing products using a certain technology, and whether these products will meet quality standards.

Welding certification also includes checking the materials used in the work. It can be only metal or additionally plastic, polyurethane and other polymers are used. These points are subject to verification and certification, which will allow us to obtain certificates for finished products in the future.

Types of welding certification

Welding qualification can have different categories:

  1. Primary . This type of certification is necessary in any production to introduce a new welding technology or if it is necessary to make changes to the one used.
  2. Periodic . Allows you to determine that the work is carried out using pre-certified technology without making changes. It is mandatory for technology that has not been used in production for more than a year.
  3. Extraordinary . Performed by order of Gosgortekhnadzor if there are facts of violation of production technology or production of a low-quality product. Extraordinary projects are always carried out suddenly, and the management of the enterprise learns about them only a few days before the commission arrives.

Various types of welding technology certification are necessary for all enterprises that are engaged in the repair, installation and manufacture of equipment, pipes, metal structures and other products, the production of which requires the use of welding equipment.

Carrying out certification

In order for an enterprise that performs welding work to obtain certification for a specific welding technology, it must employ at least one welding specialist of level 3 and two of level 2. In this case, welders had to first undergo certification. Only if there are the necessary specialists and documents that confirm the level of qualifications, the enterprise can be allowed to carry out certification.

In this case, the enterprise itself must contact the relevant authorities with an application, which includes not only an application, but also certain documentation:

  • charter of the enterprise;
  • equipment diagrams;
  • an agreement that must be concluded with a laboratory that checks the quality of welded joints;
  • necessary documentation for welding equipment and materials used;
  • documentation on whether employees have certification certificates corresponding to the level.

If all necessary documentation is available, the enterprise can be allowed to conduct an inspection. It is carried out according to a previously drawn up plan and schedule. The conditions under which an enterprise can obtain the necessary certificates are very clearly stated. Only after this will it be able to work using new technologies.

A certificate of certification of welding technology allows customers to verify that the workshop is equipped with appropriate equipment, and all employees of this production have the right to perform the specified types of work.

Features and levels

The rules for the certification of welders and welding production specialists indicate that testing and obtaining relevant documentation is required when training is being upgraded, technology is changing, or there is no relevant activity for a long time. When certifying a welder, only employees check it. The level of certification of a specialist shows the qualifications of the master.

Levels of welding specialists:

  1. First . Received by all welders who have passed official certification. Level 1 welding specialists have permission to weld product elements of any complexity.
  2. Second . Welding production specialist level 2 is a production foreman who not only performs the basic duties of a welder, but also supervises the work of welders with lower qualifications. In addition, this specialist must take responsibility for conducting briefings, and also supervise the work of lower-level specialists, ensuring high quality products and discipline in the workshop.
  3. Third . The responsibilities of a level 3 welding production specialist include checking the work of first level welders and comprehensive quality control of finished products. Having such a high level of qualification, the master has the right to control all welding work carried out at the enterprise.
  4. Fourth . Level 4 welding production specialists can work as chief production engineers. These specialists participate in the development of technical documentation, monitor the progress of work and are responsible for the quality of the finished product.

Depending on the size of the enterprise, the number of products produced and the technology used, a certain number of specialists of various levels are required, who will not only perform welding work of various levels of complexity, but also develop new production technologies and monitor the quality of products.

Various types of welder certification

The types of certification of welding production specialists are almost no different from obtaining a permit for welding technologies, namely:

  • primary;
  • repeated if the level of certification increases;
  • extraordinary if it is necessary to check the qualifications of the master.

The test allows you to determine how prepared welders are to perform a certain job and whether their skills correspond to the assigned level.

The process of obtaining certification for welders

The rules for the certification of welders and welding production specialists do not provide for the commission to visit the plant. Specialists are required to personally visit the NAKS center. In this case, you must have previously prepared documentation with you, which includes admission, a certificate of health, a diploma of obtaining a welding specialty, and an extract from the employment record. Additionally, safety procedures and inspections are required.

If the welder has all the necessary documents, he is allowed to take the exam. For certification it is required to pass theory and practice. If you fail to pass the exam the first time, the welder is allowed to take the exam after a month. According to the rules, the practical part of the exam is taken first, and only then the theoretical part of the exam. If a welder does not pass the practical part of the exam, he is not allowed to take the theoretical part. This applies to the certification of first-level specialists.

Certification of a welding production specialist of level 2 and higher occurs differently. In this case, you no longer need to take an internship. Only passing a theoretical exam is required. But at the same time, the theoretical part becomes more complicated.

It is necessary to know the rules for using various welding technologies, types of welding, requirements for them and the features of using various welding equipment.

The exam asks questions from narrow areas, which allow you to assess knowledge of both general issues and narrowly focused ones.

To obtain certification of welding production specialists level 2 and higher, you should carefully study the regulatory documentation that relates to various technologies of welded joints.

Many welders attend advanced training courses before taking the exam. This allows you to refresh your information and also learn new welding technologies, which will help you get certified to a higher level. When taking courses at the national welding control agency, there is a detailed study of the questions that will be directly on the exam and the answers to them, so problems with obtaining certification usually do not arise.

An important stage in the certification of welders is testing their knowledge of safety precautions. In addition, specialists must use all known methods to check the compliance of welds with existing standards, understand the types of equipment, components and consumables.

Only a thorough knowledge and understanding of the welding process allows a specialist to obtain qualifications above level 2. To successfully pass the exam, it is almost impossible to do without attending courses. You can study the information on your own, but it will take more time and be less effective.

Shop workers who have not worked as welders for at least six months are also subject to mandatory certification. In this case, the certificate becomes invalid and a new one is required.

Features of obtaining documents

After successfully passing the exam, the welder receives a certificate. Depending on his level, a master may be allowed to perform certain works. Certificates and certificates are issued to masters of all levels. Welders must undergo mandatory recertification. At the same time, ordinary craftsmen must do this every two years, chief welders - once every three years, and production engineers - once every five years.

The certification certificate contains information about what kind of work the welder can perform. Information about this has a letter designation. Experienced welders most often have several types of welding work in their certificate.

Despite the rather complex procedure for certification of welding technology and all welders working in production, only this can ensure high quality of manufactured products and safety.

Regular production inspections and the need for craftsmen to take advanced training courses have a beneficial effect on the level of skill and performance of complex work.

In addition, enterprises whose craftsmen have been certified have a higher chance of receiving orders for high-cost work.

Certification of welding technology and welders

For any official production, there comes a time when it is necessary to confirm the qualifications of its workers and approve all welding technologies. This process is called certification, and it is necessary not only for welders, but also for the rest of the workshop employees.

Certification is carried out under the control of NAKS (national welding control agency). In this article, we will detail everything you need to know about welding technology certification and worker certification.

Welding technology certification

Certification of workers is far from a primary task for large-scale production. First of all, welding technologies need to be certified. Ultimately, it is NAKS that decides which technologies will be used at a particular plant, so the preparation process must be approached with full responsibility.

The plant itself submits an application to pass certification. A commission comes to the production site to check. The commission finds out whether the production has enough necessary equipment, whether there are any problems with personnel, whether labor, fire safety and other standards are observed. The commission works in accordance with regulatory documents and makes demands based on them.

Certification of welding technology from NAKS is a mandatory procedure in any hazardous production. This is the law. The commission also further studies the suitability of the technologies used in this production. Ensures that the equipment used allows for the production of products that meet the quality criteria and required volume. NAKS check how positively or negatively certain technologies affect the welding process at a particular plant.

At the same time, the commission checks all materials used in the work. It can be not only metal; some industries also use artificial polymers (polyethylene, plastic, HDPE, etc.). All this is also subject to certification and quality control.

Types of technology certification

Certification of welding technology is done in several categories. Below you can see the main types of certification carried out by NAKS in any production:

  • Primary certification. It is necessary if a new welding technology has been introduced into production or adjustments have been made to an existing technology by the enterprise.
  • Periodic certification. It is carried out every few years (usually no more than once every 4 years). This is provided that all technologies have been previously certified and new technologies are not used. Also, periodic certification is required if any technology has not been used for more than a year.
  • Extraordinary certification of welding technologies. It is carried out under the order of Gosgortekhnadzor. Often, such inspections are sudden and the company learns about them a couple of days before certification. An extraordinary inspection is arranged in cases where Gosgortekhnadzor somehow learns that products of inadequate quality are being manufactured at production.

Attestation process

In order for an enterprise to pass certification, its personnel must include at least one welding production specialist of the 3rd level and at least two welders who have already passed certification and have documents confirming this. Only if these requirements are met, the plant is allowed to undergo certification.

As we wrote above, the enterprise itself submits an application for certification. The application must be sent to the supervisory authority. To do this, collect the following package of documents:

  • charter
  • layout diagrams of pipes and welding equipment in the workshop
  • an agreement concluded with laboratories that perform quality control of welded joints in production
  • all available certificates and documents for the welding equipment in use, for metals or any other materials from which the products are made
  • NAKS certificates of all employees, qualifications must be indicated

If all documents are in order, the enterprise is allowed to undergo certification. Specialists draw up a plan that specifies the types of inspections, their scope, methods of quality control, conditions under which the plant can continue to operate, and so on. If the company passes the inspection, it is issued a certificate for a period of 4 years.

The received certificate is a guarantee that the enterprise has passed all checks and complies with the standards. It also confirms that only qualified workers work in production, the workshop is equipped with all the necessary equipment and consumables, which are also certified. Next, let's talk about employee certification, since this is an equally interesting topic.

Employee certification

There is always a need to certify welding production specialists: both when welding technologies change, and when training is advanced, and when the activities of one and/or several employees are temporarily stopped. Here, unlike technology certification, only enterprise employees are checked. Let's take a closer look at the nuances of this topic.

Levels of certified workers

Worker certification levels are the same as qualifications. Only they have some differences. Each level has its own employees, whose responsibilities differ:

  • First level. This includes welders who have previously passed NAKS certification. Such workers are issued a permit to weld critical structures and parts.
  • Second level. This includes the chief welder (shop foreman). The chief welder supervises the work of first-level welders and gives them instructions orally or in writing. He is also responsible for conducting training.
  • Third level. This includes technologists who are tasked with monitoring any welding processes at the enterprise. That is, the technologist additionally checks the work of first-level welders after the main welder and at the same time carries out comprehensive quality control of the work.
  • Fourth level. The most responsible one, all production engineers belong to him. Engineers monitor the development of all technical documentation and drawings, monitor the progress of welding work and are generally responsible for the final result.

Rules for certification of welders and welding production specialists

The main document that regulates obtaining a certificate is the “Rules for the certification of welders and welding production specialists.” They comply with federal law.

It is carried out in order to check the level of qualifications of workers who are employed in this field. This includes both practical training and the ability to weld seams in a given way, as well as a theoretical basis related to this area.

Based on the results of its completion, a certificate is issued, which gives the right to work in the field of welding for which the exams were passed.

This also includes SASv, which can be deciphered as the Welding Certification System. It is she who determines the procedure and rules for conducting the commission. Thanks to SASv you can determine:

  • the level of professional training possessed by the welder;
  • the principle and structure of forming a commission for certification;
  • procedure for conducting examinations;
  • requirements for specialists who want to obtain a certificate;
  • procedure for conducting the register.

PB 03 273 99 Rules for the certification of welders help determine the following levels of professional training of specialists:

  • Level 1 – welder;
  • Level 2 – master welder;
  • Level 3 – welding technologist;
  • Level 4 – welder engineer.

Receiving a new level does not affect the existing rank in any way. The received certificate provides access to the work for which certification was carried out. Those people who conduct admission examinations must also be certified in their specialty. The rules for the certification of welders, approved by Rostechnadzor, have collected all the basic provisions, terms, concepts and definitions that directly relate to certification.

Organizational structure of SASv

The organizational structure includes:

  • AC – certification center;
  • GAC – main certification center;
  • AP – certification point;
  • NAKS – national certification commission;
  • Gosgortekhnadzor of the Russian Federation.

Requirements for training specialists

The rules for the certification of welders contain a certain number of requirements that apply to specialists at various levels. First of all, a person must have a document on education in the specialty for which he will be taking the exam.

Before certification, a specialist must undergo special training courses, especially if we are talking about obtaining a high level. Training and examination programs are compiled in accordance with the direction and level of training of welders.

The commission remains to consider the admission to certification of those people who were trained independently, without any courses.

Certification of welding technology and welders: how it is carried out (procedure), assessment, rules and nuances

For any enterprise operating on a formal basis, the time comes when it needs to evaluate its workforce and confirm technology for future production.

This assessment is usually called certification. Both welding workers and other employees who work in production pass through it.

The assessment at the welding plant is carried out under the supervision of a body called the National Welding Control Agency (NACA).

After reading to the end, you will know all the necessary information about certification in welding production, what it is like and how it goes.

Welding Technology Assessment

Personnel assessment is not always the most important activity for large enterprises. Firstly, you need to think about technologies for welding work. The final decision is made by the agency.

It decides whether the technology you presented will remain in the enterprise or not. Therefore, you need to prepare for certification by carefully thinking through every detail that will be important during the assessment.

The management of the enterprise sends the application to the agency on its own so that an attestation commission will be sent to them.

The people who are responsible for the assessment first check the availability of equipment necessary for the job, problems with personnel, whether fire safety, labor and other standards are met.

Regulatory documents are the main support for the commission. In accordance with them, the commission conducts an assessment and presents the necessary settings.

Assessing your welding technologies is a mandatory process for every hazardous enterprise. This is a general rule that everyone in production should know.

The agency checks whether the technologies used are suitable for individual production.

Evaluates equipment used for work to ensure that it meets general quality standards and is able to produce goods in the required quality and volume.

The commission also evaluates technologies for their overall impact on the welding process. They have a positive or negative impact on the work process in a particular production.

At the same time, the agency evaluates all raw materials used in production. After all, enterprises can work not only with metal, but also with the use of non-real polymers.

For example, plastic or polyethylene. And each of the materials must be tested and certified.

What is technology assessment?

Technology assessment comes in several forms. In any company, the agency carries out several general types:

One of them is called primary. Such certification is carried out when previously unused technologies have been introduced into the work, or changes have been made to already certified ones.

There is a certification called periodic. It is carried out once every four years, with the condition that there are no innovations in production. It is also carried out when one of the technologies has not been used for more than a year.

The last type of certification of welding technologies is called extraordinary. This type is initiated by Gosgortekhnadzor, which issues a special order.

This species is distinguished by its suddenness. Usually the inspection becomes known two days before the commission arrives. Such certification is assigned when a government agency receives a complaint about the quality of a certain product.

How is certification carried out?

To pass certification, the company must employ one third-level welding specialist and two welders who were previously assessed by the agency. If these conditions are not met, production is not allowed for certification.

Certification of welders at enterprises and organizations

In this article we will tell you how certification of an electric and gas welder , who needs it, what documents are needed for this, and on what basis they require it. If you don’t need this information and just need to get an ID, then go HERE.

Welding specialists (and not only) must be trained in the profession itself, as well as the skills to perform it safely.
Specialized educational institutions (Colleges, vocational schools, etc.) are engaged in obtaining and training welding professions. They teach you to be a specialist in this field (that is, upon completion they provide a certificate of education, or a diploma, depending on which institution).

But to perform your duties safely, special training centers accredited for this activity teach you.
The result of such training is the certification of an electric and gas welder, i.e. the employee is certified to perform electric and gas welding work safely, both for himself and for others. The result of passing the certification is a specialized certificate (shown below).

This is exactly the kind of document that is required by the controlling authorities (and recently by customers, tenants, and everyone who is not too lazy, right down to the district police officer) for such purposes.
Therefore, before ordering certification for an electric and gas welder from us, or elsewhere, do not be confused, this is by no means an indicator of possessing a profession.

What is required to obtain certification for an electric and gas welder?

  • 1. The first thing the employer must check (it is with his submission that the registration process begins) is the age of majority. Access of minors (under 18 years of age) to welding equipment is punishable by law.
  • 2. Next, you need confirmation of your profession (diploma, work book, etc.). Without this, it is not only impossible to assign a certification to an electric and gas welder (even if he is a three-time jack of all trades, our country is bureaucratic), but it is also prohibited to hire him (Labor Code of the Russian Federation).
  • 3. If all formalities are met, then it is recommended (in some cases categorically) to provide the opportunity for a medical specialist to undergo medical examination. examination.

Here are three main points that must be met before assigning the appropriate certification to an electric gas welder.

How can I get certified as an electric and gas welder?

Of course, as an advertisement, I would like to remind you that you can get an electric welder certification with our help, the article was written not only for informational purposes, but also for advertising purposes, so don’t be offended by seeing advertising slogans here and there.

We offer our services ONLY for legal entities.
individuals (individual entrepreneurs, LLCs, JSCs, etc.), and ONLY for employees who have experience in this area and have previously trained. The necessary documents to start the process are here. Processing time is 2-3 business days. In fact, you receive a certificate, a PTM coupon, an extract from the protocol, and we will attach a copy of the license. But this is a non-standard design method.

Traditional methods are considered to create your own commission at the enterprise (if the number exceeds 50 or more), or send the employee to a specialized training center.
In both cases, the training is at least a month. The exception is that in an organization the process takes place in production (under the guidance of a designated person), and in training centers in most cases at a desk.

The program includes safe conduct of business in the workplace, fire-technical minimum (permission to carry out hot work), assistance to victims in the workplace, and much more.
Upon completion, an exam is taken and the set of documents listed above is issued.

Which method you choose depends not only on the enterprise itself, but also on your decision. In any case, these methods are legal, unlike hundreds of offers to buy crusts.

Recommendations for employers

People often contact me to obtain a certification (certificate) for an electric and gas welder as a private individual.
I try to explain to them that such documents are issued only after the employer provides the relevant documents (application and certificate). To which I hear the stupidest answer - “They don’t hire us without a crust.”

Dear employers, please read the Labor Code of the Russian Federation, it spells out in plain English the conditions for hiring specialists, and what documents can be required. An occupational safety certificate for a welder (and this is exactly what the certification being discussed is) is issued only after submitting an application from your organization. And subsequently this document is linked to the protocol (we usually provide a copy).

Unlike other certifications, the name of the organization is not written into the welder’s certificate, which is usually used by employers. But in general, according to existing standards, when moving from one organization to another, an employee is required to undergo recertification, and specifically from your company.

Sample certification for electric and gas welder

As such, there is no strict standard of certification (certificate) for electric and gas welders, so each training center distorts it as best it can (not to be confused with the NAKS certification). Below is a sample of certificates issued by the training centers with which we cooperate. So if you meet someone else, don’t be alarmed, this is what the management of this school has decided. establishments. As they say, you won’t be satisfied with just an axe. The ax also needs porridge, butter, etc.

So it is here. Due to the type of activity, an electric and gas welder, after he has received certification, needs some more permits.

  • 1. PTM (fire technical minimum). To directly work with welding equipment, the welder must obtain a permit for hot work (we provide it along with the certificate, and this is included in the price). The admission looks like an insert coupon and is linked by a protocol to the ID. It cannot be issued without a cover (the cover and the insert have the same protocol number and series).
  • 2. Height tolerance. Sometimes a welder needs to perform work at a height of 1.8 m above ground level or scaffolding. To do this, you need to obtain a permit for work at height. This is a separate certification and a separate certificate (we can also help you with this issue). According to the new rules, this is a laminated card with a photo (although some training centers write out crusts the old fashioned way, which is not a violation).
  • 3. Electrical safety approval. If a welder uses welding equipment in his work that is powered by electricity, the worker must obtain a Group 2 electrical safety permit, no lower (we are also dealing with this problem). According to the existing rules on labor protection in electrical installations, it is advisable to work on this point before the electric and gas welder receives certification.

Further on the specifics.

If the question is about the cost, the timing of registration and renewal, then today the price of certification for an electric and gas welder ranges from 4500 and above (more details here), it must be renewed annually, and the registration period is 2, 3 working days (at least with us ). The only thing faster is a filk's letter.

Summary: certification for an electric welder is necessary to confirm that, as such, he can not only perform the assigned task, but also do it safely. They require the fulfillment of these conditions on the basis of Resolution 1/29, Standard Instructions for Electric and Gas Welders (TI-030-2002), PTEEP, SSBT, Order 390.

It must be renewed annually, along with the hot work permit (PTM coupon).

Certification of welders and welding production specialists in the field of industrial safety

Attention!!! Certification services in the field of industrial safety are provided only for companies in Moscow and the Moscow region.

The purpose of certification of welders and welding production specialists is to establish the adequacy of their theoretical and practical training, test their knowledge and skills, and also grant them the right to perform work at facilities controlled by Rostechnadzor.

There are four levels of professional training:

  • Level I - certified welder;
  • Level II - certified master welder;
  • Level III - certified welding technologist;
  • Level IV - certified welding engineer.

The knowledge and skills of certified welders and welding production specialists are tested by certification centers established in accordance with the current legislation of the Russian Federation.

Certified welders and welding production specialists are allowed to perform only those types of work that are specified in their certification certificates.

Requirements for certified welders and welding production specialists

  • Availability of general education and professional training (see Appendix 2 PB 03-273-99).
  • Completion of special pre-certification training.
  • Availability of the necessary work experience in the specialty (see Appendix 2 PB 03-273-99).

Certification of welders

Welders are subject to certification for the right to perform welding and surfacing work using specific types (methods) of fusion welding, carried out manually, mechanized (semi-automatic) and automated methods when working at facilities controlled by Rostechnadzor.

Types of certification of welders:

  • Primary certification - welders who have not previously had permission pass.
  • Additional certification is carried out by welders who have already passed the initial certification, but who want to expand the list of works specified in the certification certificates, or by welders who have had a break in welding work for more than six months.
  • Periodic certification – all welders who have already passed certification undergo it in order to extend the validity of their certification certificates.
  • Extraordinary certification - welders undergo before being allowed to perform welding after their temporary suspension from work due to violations of welding technology or repeated cases of poor-quality welded joints.
